let VA be velocity of A & VB be velocity of B

$$VB = 3 km/h$$

Converting velocities in vector form.

$VA = -12.73i + 12.73j \\ VB = 9i $

Now, velocity of B w.r.t. $A = VB/A = VB - VA \\ = 9i + 12.73i - 12.73j \\ = 21.73i -12.73j \\ = 25.184 km/hr $ enter image description here $ @ \theta = 30.3630 $
