Given that length and width are reduce by 30%

New width is W’= 0.7W, Length is L’= 0.7L

Hence, propagation delay, S=0.7

Now,

The ratio of new propagation delay to old propagation delay is

Therefore new delay is only 49% of old delay. i.e., propagation delay reduces to 49% of original delay when interconnect dimensions are reduced by 30%.
