Techniques of disaster management implemented at the time of Tsunami:
Tsunamis are infrequent but their destructive potential is very high. They can be dealt only through efficient detection, monitoring, measuring system with alert, warning, mitigation and education.
Monitoring and measuring:
- Deep Ocean assessment and reporting of Tsunamis (DART) system is commonly used for monitoring and measuring Tsunamis. DART system consists of an anchored seafloor bottom pressure transducer and a companion moored surface buoy for real-time communications. A powerful acoustic radio modem transmits data from the submerged platform to the surface buoy. The data are then relayed via Inmarasat -C satellite link to land stations, which forward the signals for immediate dissemination to warning centers.
- There are 32 sensor buoys in the Pacific working round the clock. Each deep sea station is designed to detect and report tsunamis on its own, without instructions from land.
- Monitoring and conveying the disaster warning to center is not enough, for saving lives and property, alert must reach to the people with required support.
- National network of EOCs connected with remotely manageable national grid of coastal area alert and warning system is the only way for in-land management of such hazards.
- Resources would be required for repairing and building the primary school buildings, primary health centers. We require livestock, clinics, tree climbing devices for palm workers, herbal and other medicines for speedy recovery.
- A proper rehabilitation plan is required for each village affected by the disaster with proper accountability structure. The accounts of every investment must be made public and people should be able to know how much funds were mobilized by which NGO or government agency.
- One of the major problems in relief is the loss and misdirection of materials. We need to put a spreadsheet promptly on the web pointing out village wise needs, contact persons names and addresses so that civil society efforts can be targeted more efficiently.
- The psychological rehabilitation is no less important. The children affected are by the shock and tragedy are vulnerable. The arrangements for adoption of orphan children with proper community care have to be put in place.
- If the rehabilitation funds should reach in time. Central government should ensure delivery of compensation through community control systems within next 24 hours. The long term rehabilitation must be simultaneously planned.
