Solution:
For 2x+3y+5=0
$slope m_{1}= -\frac{a}{b} = -\frac{2}{3}$
$For m_{2} = -\frac{a}{b} = -\frac{1}{-2} = \frac{1}{2}$
$tan\theta = \bigg| \frac{m_{1}-m_{2}}{1+m_{1}m_{2}}\bigg|$
$= \quad \begin{vmatrix} -\frac{2}{3}-\frac{1}{2}\\ 1+\big(-\frac{2}{3}\big).\big(\frac{1}{2}\big) \end{vmatrix} $
$= \frac{7}{4}$
$\theta = tan^{-1}\big(\frac{7}{4}\big) OR 60.26^{o}$
