Network Layer design: Following are the network layer design issues,

1.Store and forward packet switching: The major components of the system are the carrier equipment

The packet is transferred from host to destination by store and forward mechanism at each node ( Router)

2.Services Provided to the Transport Layer

• The services should be independent of the router technology.
• The transport layer should be shielded from the number, type, and topology of the routers present.
• The network addresses made available to the transport layer should use a uniform numbering plan, even across LANs and WANs.

Network layer should implement the connection oriented as well as connection less services

Network layer is concern with getting packets from the source all the way to the destination with minimal cost

The data-gram subnet and virtual circuit subnet should be compared and established in the network.

So network layers deals with the design issues of routing and addressing.
