It varies within the reactor core depending on the energy of neutrons. It is max at the core geometric centre and min near the core edges. In a thermal reactor, where high-energy fission neutrons are born in the fuel, at any position in the fuel the neutron flux is proportional to the power. It is maximum during full power operation and zero during shutdown.
