The hydro-thermal mix is optimized to achieve minimum cost of power generation. This is done by load sharing. When there is plenty of water stored in the hydroelectric reservoir for example during monsoons the hydro part of the system carries the base load and when there is scarcity of water like during dry winter months the steam plat takes the base load and hydro plant meets the peak load.
