To determine entropy :

$H=\frac{1}{5} \log_2⁡(5)+\frac{1}{4} \log_2⁡(4)+\frac{1}{4} \log_2⁡(4)+0.3 log_2⁡(10/3) \\ H = 1.9855 bits/msg$

Information rate R = r * H

Assume r= 4000 msg/sec

Therefore R = 4000 * 1.9855

= 7942.3 bits/sec
