Normality of $KOH= N/100 = 0.01 N$

Volume of $KOH = 2ml$

ACID VALUE $= \dfrac {\text {vol.of KOH required X Normality of KOH}\times 56}{\text {weight of oil in gms}} \\ = \dfrac {2 \times 0.01 \times 56}{4.6} \\ = 0.2434 \text {mgs KOH }$
