This comprehensive piece of legislation was passed under article-252 of the constitution mainly with the object of prevention and control of water pollution.
The act contemplates establishment of one central board for prevention and control of water pollution and similar boards at state level.
The penalties against the pollutant vary from rigorous imprisonment for 6 months to 6 years.

It is social welfare legislation, enacted for the purpose of prevention of pollution of water and for maintaining or restoring wholesomeness.
This is an act to provide for the prevention and control of water pollution and maintaining the wholesomeness of water, for the establishment with a view to carrying out the purpose of boards for prevention and control of water pollution.
Pollution means such contamination of water or such alteration of the physical, chemical or biological properties of water which may likely to create a nuisance or render such water harmful or injurious to public health, domestic, commercial etc , also harmful to floura and fauna.
